Within the framework of the task of building the National Intellectual Property Strategy Project, implemented by the Ministry of Science and Technology, with support from the World Intellectual Property Organization (WIPO) and the World Intellectual Property Organization (WIPO) and the World Intellectual Property Organization (WIPO). United Nations Conference on Trade and Development (UNCTAD), the National Office of Intellectual Property organized 6 workshops and 1 discussion from October 23 to November 3, 2017 in Ho Chi Minh City and Hanoi. The goal of this series of seminars and discussions is to introduce research results on the current status of Vietnam’s IP system and propose orientations, development goals, and specific tasks and solutions in the IP Strategy. country to collect opinions from relevant entities.

The series of seminars is organized according to three main topic groups, including the topic  “Improving laws, policies and state management on IP”,  the topic  “Strengthening the driving role of IP to enhance innovation and innovation”. creation and competitiveness of the economy”  and the theme  “Strengthening the development of Vietnam’s intellectual assets”.  Delegates attending the seminars are representatives from state management agencies in the fields of science and technology, customs, industry and trade, judicial agencies, research institutes, universities, and businesses. and other relevant organizations and individuals.

In the first topic related to law, policy and state management of IP, delegates heard reports on the position and role of policy and law in IP activities; Current status of development and implementation of policies and laws on industrial property rights, copyright rights and plant variety rights; protecting intellectual property rights and the relationship between protecting intellectual property rights and public health protection policies. In the IP system, policies and laws play a very important role, to orient, create a legal framework and motivation for subjects participating in IP activities, creating a healthy competitive environment for activities. socio-economic, promoting the positive aspects and overcoming the limitations of the monopoly mechanism. These policies and laws are only truly effective if state management activities are carried out in a synchronous, unified manner and in accordance with the actual development situation of the country. Based on the reports at the workshop and their practical work experiences, the delegates gave many positive discussions to develop an appropriate policy and legal system as well as a management system. modern, transparent and effective state management, promoting the role of policy, law and state management in the field of intellectual property. This is also a major goal set out in the National IP Strategy.

With the topic revolving around the driving role of intellectual property to improve creativity and competitiveness of the economy, the speakers provided a fairly complete picture of the current status and prospects of scientific innovation activities. Vietnam’s science and technology as well as the impact of this activity on improving the technological level of businesses and the economy. Therefore, the task of the National IP Strategy is to provide goals and solutions for implementing this driving role of IP.

In the third topic on enhancing the development of Vietnam’s intellectual property, conference participants shared information about the current status of Vietnam’s intellectual property through the registration of intellectual property rights. intellectual property, about the current state of the science and technology market as well as Vietnam’s cultural industry and about the goal of increasing the quantity and enhancing the value of Vietnam’s intellectual assets. Immediately after successfully completing the series of seminars, the drafting team of the National Intellectual Property Strategy had 3 days of focused and in-depth work with international experts from WIPO. Based on the synthesis of opinions and discussions at the previous seminar series, the Strategy drafting team and experts have initially shaped the draft Strategy framework with some basic content about the goals of the Strategy. Strategies and solutions to achieve this goal. Based on the draft framework, the drafting team will continue to revise and complete the draft Strategy to collect comments from relevant ministries, branches, organizations and individuals before submitting to the Prime Minister./.
