The National Office of Intellectual Property opened the JICA Project Office “Improving the capacity of the National Office of Intellectual Property to process patent and trademark applications” in Hanoi.

With the goal of improving the efficiency of processing patent and trademark applications, as well as strengthening the capacity of staff of the National Office of Intellectual Property (IP), on May 7, 2024, the National Office of Intellectual Property officially opened Opened JICA Project Office “Improving capacity of processing patent and trademark applications of the National Office of Intellectual Property” in Hanoi. This is not only an important step forward in promoting international cooperation but also a clear demonstration of the NOIP’s strong commitment to enhancing and developing Vietnam’s IP system.

The ceremony was attended by Mr. Tran Le Hong, Deputy Director of the National Office of Intellectual Property, Mr. Matsumoto Izumi, First Secretary, Embassy of Japan in Vietnam; with JICA experts. The project “Improving the capacity of the National Office of Intellectual Property to process patent and trademark applications” was sponsored and implemented by the Japanese Government after a period of close coordination between the two sides to develop and propose.

On February 21, 2023, the Minister of Science and Technology (MOST) issued Decision No. 182/QD-BKHCN approving the Project Document “Improving capacity to process patent and trademark applications of the Department of Intellectual Property”. Based on the Decision of the Ministry of Science and Technology, in the coming time, the National Office of Intellectual Property will soon establish a Project Management Board and an Invention Working Group. The NOIP will update the NOIP’s participation in Project implementation with JICA Project experts working at the NOIP to support Project implementation.

Speaking at the ceremony, Deputy Director of the National Office of Intellectual Property Tran Le Hong expressed his thanks to Mr. Matsumoto Izumi and experts from JICA for their attention and support for the Project. The project will help improve the capacity of the National Office of Intellectual Property to process patent and trademark applications, contributing to promoting the development of science, technology and innovation in Vietnam.

“With experience in cooperation with JICA and many generations of long-term experts in previous projects, the NOIP will actively and effectively coordinate with JICA in general and JICA experts in particular to achieve this project’s goals. set goals, contributing to strengthening the good cooperative relationship between Vietnam and Japan in the field of intellectual property”, Mr. Tran Le Hong affirmed.

Mr. Tran Le Hong proposed that the two sides soon organize technical-level meetings to discuss and develop a master plan and first year plan to implement the Project.

Speaking at the Ceremony, Mr. Ogawa Akira – JICA expert working at the National Office of Intellectual Property expressed his honor to participate in the Project and committed that in the coming time, the two sides will actively implement cooperation content regularly. exchange and update information on the results of cooperation contents.

  • Implementation time: 2 years.
  • Main activities: Training and coaching for IP Department staff; Improve the patent and trademark application processing process; Support building quality management system.

  • Contribute to promoting the development of science, technology and innovation in Vietnam.
